At one time, Johnstown was a vibrant and productive industrial city.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even through the disasters that plagued the city, Johnstown remained vibrant and alive. It survived, rebuilt, and continued to prosper. But after the last major flood, things began to change.<\/p>\n<\/div>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Before talking about the hardships Johnstown has endured, it is important to understand what this city contributed to the prosperity and security of the United States.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For generations, the coal mined throughout this region helped fuel American industry, while Johnstown&#8217;s steel mills produced the materials needed to build railroads, bridges, buildings, machinery, and countless other products. During times of war, the steel industry also became an important part of America&#8217;s industrial capacity and national defense.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the height of Johnstown&#8217;s industrial prosperity, the city&#8217;s population grew to more than 67,000 people.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Remarkably, this prosperity continued even after two devastating disasters caused enormous destruction throughout the city.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So, let&#8217;s get into the disasters that have struck this once-great city: the floods.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not just one. Not just two. But three devastating floods that left their mark on Johnstown.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The three <strong>major Johnstown floods<\/strong> were:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>1889<\/strong>: May 31, the Great Johnstown Flood after the South Fork Dam failed.<\/li>\n\n\n\n<li><strong>1936<\/strong>: March 17, known as the <strong>St. Patrick&#8217;s Day Flood<\/strong>.<\/li>\n\n\n\n<li><strong>1977<\/strong>: July 19\u201320, another devastating flood after extremely heavy rainfall.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The flood of 1889 is probably the best known of Johnstown&#8217;s floods. After years of inadequate maintenance and questionable modifications, the South Fork Dam failed following extremely heavy rainfall. The resulting wall of water devastated Johnstown and killed more than 2,200 people.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The dam was owned and maintained by the South Fork Fishing and Hunting Club, an exclusive retreat for some of Pittsburgh&#8217;s wealthiest businessmen and industrialists. Over the years, many have argued that the condition of the dam, and the club&#8217;s failure to adequately address known concerns, reflected a lack of regard for the working-class communities living downstream.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The devastating flood of 1936 finally led to a massive federal effort to protect Johnstown from future flooding. Between 1938 and 1943, the U.S. Army Corps of Engineers constructed the Johnstown Local Flood Protection Project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This was far more than simply building up the riverbanks. The Corps widened and deepened the river channels and constructed concrete-lined slopes, floodwalls, and other improvements along roughly nine miles of the Stonycreek, Little Conemaugh, and Conemaugh rivers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the time it was constructed, the Johnstown project was the second-largest flood-control project of its type in the nation. The system was designed to move enormous amounts of water through and away from the city and prevent a repeat of the catastrophic flooding Johnstown had already experienced twice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For decades, it worked. But in 1977, nature would once again put Johnstown&#8217;s flood protection to the test.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some would say that the 1977 flood finally drove a stake through the heart of Johnstown. In the years that followed, the industries that had powered this city and provided generations of families with good-paying jobs began to disappear.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the years following the flood, steel production declined dramatically and facilities closed. While steel is still produced in Johnstown today, it is only a fraction of the massive industry that once powered the city and provided generations of families with good-paying jobs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The flood was not the only factor. The American steel industry itself was undergoing major changes, and economic pressures stretched far beyond Johnstown. But for many residents who lived through those years, the 1977 flood remains the dividing line between the Johnstown they remember and the city that followed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the collapse of the steel industry during this period affected many American cities, it seems to have hit Johnstown especially hard.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Was it because three devastating floods made businesses hesitant to invest in the city? Was it simply part of the larger decline of American steel? Or did companies look at Johnstown and decide that this was no longer the place to invest?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I don&#8217;t know that there is one simple answer. What is clear is that as the steel industry declined, Johnstown lost much more than mills. It lost jobs, families, businesses, and much of the economic foundation that had supported the city for generations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now remember, steel was not the only major industry that Johnstown relied upon. Coal was another important part of the region&#8217;s economy, and that industry also declined.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And once again, this was not something that happened only in Johnstown. The coal industry faced pressure from several directions, including environmental concerns and regulations, the decline of heavy industries such as steel that consumed enormous amounts of coal, and the increasing use of other sources of energy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Johnstown was hit from both directions. Two of the industries that had helped build and sustain the region for generations were declining at roughly the same time. As those industries disappeared, so did many of the jobs and businesses that depended upon them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With the loss of industry and the devastation caused by the floods, Johnstown&#8217;s population began to decline. As people left in search of jobs and opportunities elsewhere, many of the businesses that depended on those residents began disappearing as well.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It was another stake driven into Johnstown&#8217;s heart. Empty houses appeared throughout the city. Storefronts and businesses closed. And with a much smaller population, the businesses that remained had fewer customers to support them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There was another consequence: the loss of tax revenue. Fewer residents, fewer businesses, and declining property values meant less money available to maintain the city and provide essential services. Roads, infrastructure, public buildings, and neighborhoods still needed to be maintained, but the tax base available to pay for them had become much smaller.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It became a vicious cycle. Fewer jobs meant fewer people. Fewer people meant fewer customers and less tax revenue. Fewer customers meant fewer businesses. And with fewer resources available to maintain and improve the city, attracting new residents and businesses became even more difficult.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Each loss made it that much harder for Johnstown to recover. Has the city given up? No, it has not.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are still abandoned buildings. There is still a lack of jobs, in part because the industrial base that once supported Johnstown is no longer here on anything close to the scale it once was.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the city is going through what I hope is a rebirth. Abandoned and deteriorating houses are being torn down. Old stores and other buildings are being repurposed into apartments or given new uses. Efforts are being made to reshape the city for the population and economy that exist today rather than the Johnstown that existed generations ago.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is sad to see some of the city&#8217;s beautiful old architecture disappear. Those buildings are part of Johnstown&#8217;s history and character. But in many cases, buildings that have sat abandoned and deteriorating for years simply cannot be saved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For Johnstown to survive and stop the downward spiral, changes have to happen. The city cannot bring back the past. What it can do is take what remains, preserve what can reasonably be preserved, remove what cannot, and find new uses for the buildings and neighborhoods that still have a future.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are still many other problems that Johnstown has to deal with. Crime, drugs, and poverty continue to affect the city. But these problems are being addressed, just as Johnstown is beginning to address the abandoned buildings and other scars left by decades of decline.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is no quick or easy solution. Rebuilding a city that has endured this much will take time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Johnstown has been knocked down before. More than once. And yet, it is still here.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Don&#8217;t give up on Johnstown. Its heart may have been broken, but it is healing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This city has survived floods, the loss of industry, population decline, and decades of economic hardship. Yet Johnstown is still here, still fighting, and still trying to rebuild.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Our support should be there for this once-great city as it works to become great again.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Johnstown, Pennsylvania, is a city that has seen so many hardships, but it is still here, trying to survive and prosper.
